    Operation of the Association & Duties of Office Bearers

  1. Executive Council Meetings: Except as provided under Rule 10 (b) or by order of a Resolution of the Councillors, no Councillor shall reveal the proceedings of any meeting of the Executive Council.

  2. Penalty: Except when otherwise specifically provided, the Executive Council may suspend players and/or Clubs and impose pecuniary penalties not exceeding one hundred dollars in respect of a breach of a Rule of the Association.
  3. Should any individual fined by the Association fail to pay the prescribed amount within 14 days of the hearing, the club for whom that person was playing at the time of the offence will be held responsible for the payment of the fine. In any event, the player shall be automatically suspended if the fine is not fully paid within 14 days of its imposition and shall remain suspended until it is fully paid.

  4. Duties of Honorary Secretary:
  5. (a) The Honorary Secretary shall conduct the correspondence, prepare for and attend as far as possible all meetings of the Association and Executive Council, obey and carry out to the best of his ability all lawful commands of the Association, Executive Council and Selection Committee, and shall do all of those things which are necessary for the full and proper conduct of the affairs, administration, control and management of the Association, always providing that it shall be no part of his duties, except at his own option, to do any of those duties which are hereunder specifically assigned to the Honorary Assistant Secretary, but it shall be his duty in respect of these other duties to see that the officers to whom they have been assigned carry out the duties in a fit and proper manner and to report to the Association in General Meeting of failure on their part to do so.

    (b) The Honorary Secretary shall at every General Meeting submit a report on any business transacted by the Executive Council at its last meetings.

    (c) The Honorary Secretary shall have power to delegate to the Honorary Assistant Secretary any of his duties and may also delegate to him power to act for him on any Committee of which he is a member by reason of his office, always provided that he shall have no power to delegate his authority to sign cheques, bills of exchange or like documents.

  6. Honorary Assistant Secretary:
  7. (a) The Honorary Assistant Secretary shall carry out those duties delegated to him by the Honorary Secretary and shall act for the Honorary Secretary on those Committees of which the Honorary Secretary is a member by reason of his office and in respect of which the Honorary Secretary has delegated to him the necessary authority to act. Should he be a member of any Committee in his own right then for the purpose of any particular meeting at which he is acting for the Honorary Secretary he shall not be deemed to be a member in his own right.

    (b) In addition the Honorary Assistant Secretary shall attend all meetings of the Association, the Executive Council and shall take and record Minutes of the proceedings of such meetings in a book or books kept for such purpose and shall make available to any Delegate the minutes of any General Meeting of the Association and to any member of the Executive Council the minutes of any meeting of which a record has been made.



  8. Records Officer: The Records Officer shall collect and retain the completed match result sheets and so retain a record of all performances of all registered players of all affiliated Clubs in all matches conducted by the Association and shall make these match result sheets available to the Selection Committee if required.
  9. Following completion of the final competition match and by the end of April, the Records Officer shall be handed by each team the teams record duly completed, as is detailed in Rule 30. The Records Officer shall carry out such an audit of the records submitted and match result sheets as is deemed necessary in order to check outstanding performances.

  10. Honorary Treasurer:
  11. (a) The Honorary Treasurer shall keep detailed accounts of all moneys and of all funds and general accounts and of all moneys owing to and of all moneys owing by persons, firms, companies, associations, clubs, and issue receipts for all moneys received.

    (b) He shall cause his books of account together with the necessary vouchers and other documents in support thereof to be made available to the two Honorary Auditors of the Association not later than the sixteenth day of June in any year.

    (c) He shall present at such meetings as the Executive Council thinks fit a schedule of commitments of the Association which he proposes to pay and of any payments which have been made in accordance with Rule 21.

  12. Honorary Auditors: The Honorary Auditors shall conduct their annual audit of the Financial Records of the Association as soon after the 31st May in each year as is practicable and shall certify to the correctness of the Accounts, Balance Sheet and supporting documents and shall, if unable to satisfy themselves of the correctness of the accounts or of any matter pertaining thereto, report to the Executive Council with delay and if in their (the Honorary Auditors') opinion their requirements are still unsatisfied after reference of same to the Executive Council they shall report thereon to the Association in General Meeting.

  13. Selectors: It shall be the duty of the selectors for each Grade to select and choose the teams and Managers for Representative Matches of the Association and they shall:-
  14. (a) Select the Captain and Vice Captain for all teams and

    (b) Cause a list of the players to be prepared and handed to the Captain or Manager not less than seven days prior to the commencement of the match for which the team has been selected.

  15. Correspondence: Correspondence at all meetings shall be dealt with ad seriatim and any correspondence which is to be dealt with by the Executive Council need not be dealt with by the Association. Any circulars which in the opinion of the Honorary Secretary deal with any matter which is of no interest to the Delegates or the reading and dealing with such would be an obstruction to the meeting may be referred to the Chairman who shall deal with same as he thinks fit.

  16. Proceedings at Meetings: The members of each Committee shall regulate their meetings inter se and shall meet and dispatch business as occasion demands.

  17. Resolutions: Any Resolution signed by every member of the Executive Council or any Committee except the Selection Committee shall be as full and as effectual as if passed at a meeting of such Executive Council or Committee duly held and properly constituted. The Resolution shall become effective as from the date of the last signature thereto.

  18. Accidental Omission of Notice: The accidental omission to give notice of a meeting to, or the non-receipt of notice of a meeting by, any Club, Delegate or Officer, shall not invalidate the proceedings of any meeting.

  19. Quorum:
  20. (a) The Quorum at any meeting of any Board or Committee shall not be less than 60% of the members.

    (b) The Honorary Assistant Secretary not holding a delegation from the Honorary Secretary shall not be reckoned when calculating the number present at any Board or Committee meeting unless he is a member of that Board or Committee.

  21. Fees: The following fees shall be paid to the Association.
  22. (a) An affiliation fee by each Club (Annual fee).

    (b) An entry fee for each team (Annual fee).

    (c) A capitation fee for each registered player (Annual fee).

    (d) A batting fee payable for each team for each day on which play is scheduled even if, through bad weather or other reason, no play is possible.

    (e) An administration fee (included in the batting fee) to cover trophies and other expenses.

    (f) Any fines levied on Clubs in terms of the rules. (New)

    Fees in terms of sections (a), (b) and (c) of this Rule shall be paid not later than 31st October in each year and batting fees shall be paid not later than one month after the day on which they are incurred. Fees in terms of section (f) shall be paid not later than 14 days after the day on which they are imposed. The Executive Council may permit the paying of fees by installments during the course of the season as determined from time to time. (Slight change)

    Failure to make payment within the prescribed time may incur a fine not exceeding ten dollars for each breach of this Rule to be imposed at the discretion of the Honorary Treasurer.

    Failure to make payment within the prescribed time may incur a penalty of points as determined by the Executive Council, but not exceeding 1 competition point per week (or part thereof) that any payment is late. The Executive Council may decide not impose such a penalty if the team can demonstrate extraordinary circumstances led to late payment.

  23. Absence from Meetings: Any member of any Committee who absents himself without reasonable cause from any two consecutive meetings of the Committee of which he is a member, shall upon being reported by the other two members automatically vacate his position and his position shall be filled at the meeting of the Association following such second absence.

  24. Suspension of Players: The Executive Council may by resolution suspend any player:-
  25. (a) To whom a valid demand has been made requiring him to attend a Meeting of the Executive Council to be held not less than seven clear days from the date of the demand. A valid demand is one approved at a General Meeting of the Association or one approved at an Executive Council Meeting and advised to the player or to the President, the Secretary or a delegate of the player's club. If he fails to attend such meeting without due cause he shall be automatically suspended until he attends a subsequent meeting of the Executive Council;

    (b) On whom there has been imposed a disqualification or suspension by any club or recognised Cricket organisation;

    (c) Who, upon being reported by the Umpires or Captain concerned, has been proved to have used indecent or abusive language or to have shown resentment or has criticised any umpire, captain, player or onlooker or has misconducted himself or has behaved in any way which is not in Spirit of Cricket;

    (d) Who takes the field in any match controlled by the Association, not properly attired in orthodox cricket attire as specified in Rule 50;

    (e) Who whilst taking part in any match controlled by this Association on artificial grass wickets and wears boots or shoes or sandals with any kind of metal or leather attachments or appendages from the sole thereof. In this regard figured rubber soles shall not be objectionable.

  26. Suspension of Clubs: The Executive Council may by resolution suspend any club:-
  27. (a) Which is in default to the Association for dues and fines;

    (b) Which fails to deliver any Association property.
